BIS Certification Cost in India: Government Fees, Testing and Marking Charges by Scheme

Quick answer: the cost of BIS certification has three parts: fees paid to BIS (application, licence, inspection, marking), laboratory testing charges, and, for foreign factories, the BIS officer's travel. The BIS fees themselves are small; testing and marking fees are what vary, because they depend on the product's Indian Standard and the scale of the manufacturer. As a guide:
- ISI Mark (Indian manufacturer): BIS fees from ₹2,000 plus inspection at ₹7,000 per man-day; testing approx. ₹10,000–1,00,000; marking fee approx. ₹10,000–2,00,000 per year.
- FMCS (foreign manufacturer): the same heads as ISI Mark, plus the BIS officer's travel, approx. ₹2,00,000–3,00,000 depending on the country.
- CRS (electronics and IT): application fee ₹53,000 + GST for the first test report and ₹20,000 + GST for every subsequent test report in the same application (foreign applicants; concessions for Indian applicants by scale); testing ₹10,000–1,00,000 + GST.
- Scheme X: application ₹2,000, inspection ₹40,000, certification fee ₹25,000, technical-file review ₹20,000, plus testing at actuals.
ISI Mark certification cost (Scheme I, Indian manufacturers)
The marking fee is the recurring cost: it is paid every year for the right to use the ISI mark and is set per product and production scale, so a small unit making one product pays far less than a large plant. See our ISI Mark certification guide for the full process.
FMCS certification cost (foreign manufacturers)
The BIS fee heads are the same as for an Indian factory; the difference is the inspection visit abroad, whose travel cost the applicant bears. Details of the scheme are in our FMCS guide.
CRS registration cost (Scheme II, electronics and IT products)
There is no factory inspection under CRS, so there are no inspection or travel charges. Each model series needs its own test report, which is why the number of models drives the total. See our CRS registration guide.

What changes the final cost
- The Indian Standard: it fixes the tests, so it fixes the testing charge.
- Number of models and variants: each test report is paid for separately.
- Scale of the manufacturer: marking fees are set by production scale (ISI Mark and FMCS).
- Factory readiness: a failed or repeated inspection means more man-days.
- Re-tests: a failed sample has to be tested again at full cost.
- Country of the factory (FMCS): the BIS officer's travel cost.
- Consultant fees, if you use one: separate from the above and quoted per project.
How long BIS certification takes
CRS registration takes about 30 to 60 working days; an ISI Mark licence about 45 to 90 working days; an FMCS licence about 3 to 4 months, as the overseas inspection has to be scheduled.
